I see a policy exists that a non member cannot offer items for sale. Can I list a "wanted" ad though? If so, where should I post it? (I am denied a "new topic" in the trading section).

Yes, the trade blanket is for members to sell. As a non-member I would think you should be able to post a want-ad under the appropriate topic for what you are looking for...
